Solidity 0.8.38 fixes a low-severity Yul optimizer bug that could treat coinciding memory or storage locations as distinct

Solidity's compiler could wrongly swap a stored value for a stale one when optimizing, so contracts built with the Yul optimizer should move to the fixed release, which also compiles faster.
