PQTS call #17: Daisugi testnet proves 20 SPHINCS signatures in one STARK-wrapped transaction under EIP-8288

The Post Quantum Transaction Signatures (PQTS) working group discussed a testnet that bundles many quantum-resistant signatures into a single proof, plus new tools for tuning the signature scheme's size and speed tradeoffs.
