Ethereum devs hold off forking Glamsterdam on Hoodi while ChainSecurity's EIP-8037 and EIP-8038 contract risks are checked

Developers are investigating eight smart contract assumptions that the new gas rules could break, and are not forking the Hoodi testnet until those risks are resolved.
