EIP-9999 draft proposes post-quantum PeerDAS, replacing KZG blob commitments with Keccak-256 Merkle commitments and a STARK

A new draft proposal would let Ethereum's data availability layer for rollups resist quantum computers by swapping the cryptography that checks blob data for hash-based proofs.
