EIP-8477 draft proposes bounding EIP-7702 delegation authorizations to recent blocks, after the Binance wallet sweeps

The draft would stop old signed delegations from being saved and replayed later, a trick that let attackers sweep funds from the Binance wallet in the recent hack.
