EIP-8455 draft proposes a RESERVOIR opcode so contracts can see gas held in EIP-8037's state gas reservoir

The draft EIP-8455 would let smart contracts read gas that a planned gas accounting change keeps hidden from the GAS instruction, which they can no longer see in full.
