EIP-8440: Execution Chain Proofs enable constant-time execution-layer sync via recursive proofs

Execution chain proofs allow a node to verify all execution-layer blocks since the head beacon in constant time by checking one recursive proof, dramatically accelerating sync for light clients and new validators.
