Draft EIP proposes a Permanent EOA Delegation Opt-Out, letting an account disable EIP-7702 delegation for good

The draft would let a regular wallet account permanently switch off EIP-7702, the feature that lets accounts run smart contract code, as a safety option for owners who never want it.
